This answer from #35 ask the devs:

is an open invitation to manipulation of in-game values by forum spamming. Everybody with time on hands and the ability to form proper sentences can be a forum warrior and there are some entities with numerous members out there that take great delight in such ventures for the sake of lulz.
To make it short: Stating that in game values will be tweaked according to the whine on forums is not a smart idea and should probably substituted by a comment that combines Forum whine with some rock hard in game metrics. Right? Right???

This MG incident taught us two important things. First, the devs really are burned out or clueless; or that "MGs are fine" crap would never have been said. Second, the community staff / moderators are either not doing a good job, or the folks on the receiving end at PGI aren't listening to them.
Let's hope that PGI learns lessons from this as well.

What happens if the majority is wrong? A tyranny of the majority! More seriously, if it is used to target a possible problem then I can see how such a strategy is useful.
However, the cynical would say it is a strategy of 'appeasement' to keep the paying customers happy. Such a logic would see dev attention more focused on paying customers' concerns.

And the developers are capable of differantiating artificial trends and natural ones.
