The only reason I have ever used the testing grounds was to find exactly where the hitboxes were on mechs. They're where you'd expect, doesn't make them any easier to hit at 15fps.

Well, thats part of the problem- one overcompensating part of the game after another.
Missiles were fine four months ago, then become over powered...I didn't have a problem with them, I simply decided not to wander across open fields. OR I ran some missiles now and again....instead they created lawn darts.
guys shutting down from overheating in battle...instead of reducing weaponry and adding heatsinks..you can buy a coolant flush?
make the head hit boxes, weaker and smaller- learn to duck, or maybe we can get a consumable called shield, you know, raise a giant trash can lid over your head as something comes in. Maybe it could like like this?

I have seen every mech in the game take head damage at one time or another. Your problem is finding what exactly are the head hit boxes on each mech. As mentioned ... the Atlas is just the left eye ... there are similarly small head hit boxes for most mechs.

Go into the mechlab and cursor over the different sections of the model mech. It will show you exactly where the "head" is located.

Mousing over a section of mech does not show you the shape, size or location of the hit box. It merely highlights a piece of the mech. For instance, when mousing over a Cicada head and it will show you the entire front face of the center torso. However, the cockpit "head" hitbox lies in three tiny windows (a trapezoidal center window between two upward facing diamond shaped windows) nestled squarely in the center of the face- This is what your "head" armor is applied to. The rest of the front facing center section all falls under the center torso hitbox. Another great example would be the "head" of the Atlas. It's %95 center torso in terms of what hit box it falls under.
It is this highlighted region in the mechlab that, at least for myself, started so much confusion. Without much thought I just assumed that each highlighted section outlined that pieces hit box when in fact it does no such thing. It only serves to show you what part you currently have selected. Hopefully it gets sorted out in the new mechlab design currently in the works.
