Thus far I've been playing on a borrowed laptop, which is less than ideal for several reasons. My desktop "runs" the game, in the sense that everything loads just fine, but playing at 4fps is not gonna make me many friends. So, I have two hardware questions:

1. Is my CPU part of the problem? It's a 3GHz Pentium Dual Core.

2. What is the cheapest (and I mean CHEAPEST) video card I can reasonably run with? I don't mind low graphic settings, I just wanna play.

No video card can help you with that CPU for MWO...
But..

Any quad core will run the game fine but the core 2 duos don't works so good from what I've heard.

Cheapest graphics card is probably a 7770 or a used 6850. They're about the same price really.

If i were u i would look for a Nvidia 650ti or a AMD 7770, the 650ti is better but more expensive, its still really cheap for what it is though.

CPU wise u want an 2nd gen i5 or better. Come 2nd June we will be on 4th generation.
So bassicaly u want any of the following.
i5: 2nd gen
2500
2500k
2550k
i5: 3rd gen
3570
3570k
i5: 4th gen
4670
4670k

Alternativly you can go AMD.
Imo only 1 AMD CPU should be a consideration.
FX 8350
Its cheap and its the best AMD has to offer. it still doesnt match Intel's i5's at gaming in most situations BUT its close.

You will need new RAm also, we areo n DDR3 now not DDR2. So look for a set of 1600mhz RAM. Ether 2 sticks up to 4 sticks depending on the CPU and how many channels its optimized for.

You will also need to look at ur PSU see if its capable of handling the new hardware. And maybe even ur case, it needs to be ATX compatable.

If you're gonna upgrade your CPU on a budget as well you should really consider an Athlon ii x4 or a phenom ii x4 965 combined with a 7770 or 650Ti

On a cheaper level maybe you could get by with the new richland a10 6800k when it comes out in a month or so since it should be able to play the game on low levels for $130 total cost for CPU+GPU.

I agree with the Phenom ii x4 965 option. If you have a very small budget get a $55 mobo, spend $30 on ram, and browse Craigslist or wait for Newegg deals on a 1GB GDDR5 gpu. You can find 6670's and 6770's for really cheap right now. The bad thing is that you are on AM2 mobo. So if you want to cross the bridge to be on the same side of the river as current gen you are going to have to scrap most of your current machine. Sorry man, but thats PC gaming. Every 3-4 months it moves forward. My rig was top of the line back in January 2012, prob worth $3,000 then. Now its worth maybe half that.

As far as a cheap CPU upgrade goes, before going to AMD, considering your running a wolfdale core2dou, I'd recommend looking for a used Q9450/9550/9650. If your motherboard supports wolfdale CPUs, it will support yorkfield CPUs also. Your cheapest CPU upgrade route will buying a used core2quad since you would not have to upgrade anything else in your system.

As far as the GPU is concerned, for new, I'd suggest the HD7770 as others have already suggested. Although a used 6950 would out perform a HD7770 and probably cost about the same as a new HD7770.

Search Ebay, Amazon, and your local Craigslist. If you buy a card found on CL, demand to see it in use and benchmarked before buying to insure the card works properly(I always demand to see a 10 minute run in furmark when purchasing a used video card). Just this week, I bought a used pair of HD7770 cards for $150.
