I have a Spider 5D that pushes to 151.5 with the biggest possible engine and the Speed Tweak elite efficiency.
Does that match, or beat, the Jenner with a 300 engine? How about the Commando?
Just a fun little question.

Jenner with a 300 and tweak is 152.7. It's the fastest.

Jenner with speed tweak can do:- 152.7
Spider---------------151.5
Cicadda------------151.5
Raven 3L----------150.2
Commando-------149.7
crappy Ravens---124.7
BTW
Centurion D and a Trebuchet 3C can both do 139.0

It is a set maximum added to restrict lag shield issues.
Besides from making the lag-shield a bit less bad, it also means anything beneath 35 tons is unusable junk 1 on 1, since the 35 tonners will have more weapons and armor but you won't be able to use the speed that is supposed to be your own trick. That one of them is the fastest mech on the field just seals the deal.

Hopefully one day the speed cap will be lifted and things smaller then a jenner will outclass the jenners in speed.

NARC will always be crap until they remove the time limit on it.
3 tons and 6 shots per ton of ammo for 12 seconds......G.T.F.O. just no, no way I'm putting that **** on my mech.

Flea: 137.7 kph with 170 engine
Commando: 136.08 kph with 210 engine
Spider: 183.6 kph with 340 engine
Jenner: 159.7 kph with 345 engine
Raven-3L: 136.5 kph with 295 engine
Raven-X: 113.4 kph with 245 engine
For comparison:
Cicada: 162 kph with 400 engine
Role-based engine limits:
Light: default engine x 1.4, rounded up
Medium: default engine x 1.3, rounded up
Heavy & Assault: default engine x 1.2, rounded up
Speed formula:
(engine size / 'Mech tonnage) x 16.2 = kph
Note that they have already fudged the engine limits on some 'Mechs for whatever dumbazz reason.

170 on a flea.
TROLOLOLOLOL
So you are going to have to mount three externals to launch with max engine. Man that thing is going to make Spiders look like Cataphacts.
They fudged the rounding because in battletech you rounded up any fraction of a hex, since there are no hexes that restrain doesn't hold. Of course, with speed tweek you get that back.
