At the start of the game there where only two Jenner and you could only obtain elite / master skill by getting / having the Founders Jenner.

To be honest, I think this, like releasing a hero mech first, are perfectly legit.

It's not.

Hero mech first only means paying for early access.

Hero mech required for elite means paying for doubling of standard efficiencies and speed tweak... P2W.

Except, if the mech is pretty much like any other mech, then you can just elite up those other mechs and get pretty much the same result.
