Well its in flux atm.
It used to be when you ran into full teams of D-DCs, a bunchaPPC stalker, -3D poptarts with a A1 and a -3L or two you were there.
Basically the 8 man "cheese" builds.

It would basically require you to know what your current level is, what the level was when you started and the Elo rating of every player you killed or were killed by, plus know what the scale of value is they attribute to those above and below you in Elo ranking.

If you're matched against dragons and commandos, your elo's terrible. If you're fighting ridgehumping stalkers and poptarting 3Ds, you're higher up.

In the simplest form, this isn't entirely inaccurate, but, open to interpretation. Your Elo is also based off of the weight class you drop with. So, your first time in an Assault, you're going to have a different Elo then you would in your 500th drop in your ubahmech.
As far as what you see around you, I've seen some great Dragon pilots, and some crappy PPC Stalker pilots. So while the statement was tongue in cheek about the meta, he has a point.
