As of the previous patch the end chat key doesn't work when using the in game team or all chat. Message box appears appropriately, typing works fine but hitting the end chat key does not submit the message.
Tried rebinding it to several other keys with no change.
Works fine for start/end of game screen and death summary screens.

If this is anything like the previous patchs, it's caused by the actionmaps.xml or defaultProfile.xml files being screwed up by the patch process. I had this bug introduced by the last patch.
Simple answer is to delete them and get them reinstalled next time you start the game.
More complicated answer is to dive into the XML and figure out which section needs edited.
I can't use the Lance chat at all; the option to configure the key to trigger it doesn't appear. I suspect this is the same issue.
(edit to add:) So I had a look at my defaultProfile.xml; the line for "open lance chat" was commented out, as it had been for ages... uncommented it, lance chat works fine, option now appears to change key.
Way to go patcher...

You sir are a gentleman and a scholar. Deleting defaultProfile.xml did the trick.
