I have played 10 games since the patch and 8 of them were good close matches.
Is the tweaked matchmaking now working well or was it just my luck?

they adjusted all ELO values to what they should have been after a bug was discovered that would give you a higher rating than you should have had by playing more matches.

That and there should be the 0 tolerance on weight per team , haven't been doing the math for now though, but it also might help.

That's actually being tuned in a few days so should improve further once we have more data to determine the best changes.

I wouldn't say so... still too many curb-stomps on one side or the other. Maybe some improvement, but it's minor.
I know the Elo ratings have been fixed based on the debugged algorithm and the historical match data, but as someone pointed out elsewhere, the makeup of those matches was based on the bugged Elo ratings, and so are polluting the new ratings to some extent or another.
I'm sure that given a week or so (once the weight balancing is fixed) the ratings will get better, and we'll start seeing more closer matches.
(Of course, it won't get better completely, until the matchmaker starts taking ECM into account as well.)
