since water is supposed to cool down mechs, but only works if the heatsinks are in your leg, and because most people use DHS (acnt store them in legs), we need to find a new advantage for going water.
so, i introduce, water jets. same as jump jets. but now you can put them on any mechs legs and if they go in the water they can run faster say 15% speed boost while used in water.
could be a nice insentive for mechs to go water.

How 'bout penalize people that go into water by reducing their speed by 50% to prevent the Commando-submarines from becoming invulnerable cause you can barely hit them? ;)
