going out on a limb here, flea probably wont make money. orion and BJ take longer to grind for, therefore there may be more people willing to pay for it instead??? the flea on the other hand..... is like a why bother pay for it mech.
or
fans want BJ and orion more then fleas, fans get what fans want?

Anyone got a link to the confirmed current speedcap? I do believe I've over-engined my Jenner!
The current speedcap is 8.5. Means an engine cant be bigger than factor 8.5 of the mech weight.
The original rule was: max engine = Stock engine * 1.4 (for light). But not bigger than 8.5 * mech weight (The weight factor was tweaked a bit for each mech).
This way no mech could be faster than 8.5/12.75 in BT TT terms. So every mech that can go faster than 12 running (like the Hermes) or faster than 12 with masc (like the Mercury) will not even work with the stock variant.
The Flea is only 6/9(12). So the Stock ones will not cause any problems in term of speed.
But i assume the real problem is the masc.
- Eighter with the changed engines. If a mech can use 8.5 of the mech weight as engine it means he is going at factor 17 with masc. And this is to fast. Means the max engine with masc would be factor 6. And this is a joke.
- or with the problem to be able to turn it on or off for speed boosts, and the ability to "freeze".
Honetly i have no problem with the delay of the flea. A 20t mech has no real use in the game as long as the fitting game modes for the scouts are missing.

Speed cap isn't the same as engine limit.
There's two engine limits in place, the more restricting of which will take effect:
Rule 1: No engine size larger than 8.5 times 'mech tonnage; this only restricts 'mechs under 45 tons.
Rule 2: No engine size larger than 1.4 times stock engine for lights, 1.3 times stock engine for mediums, 1.2 times stock engine for heavies, and 1.1 times stock engine for assaults. This restricts all 'mechs.
Apart from the engine limits, there may or may not be a speed-cap in-game restricting 'mechs from actually going faster than 150, no matter what the speed readout says. There has been conflicting evidence on this point.

The engine limit came BECAUSE of the speed cap.
Engine size and speed are related to each other. And i wrote (in the one you quoted) that first rule is the factor (1.4 for light) and the second is the hardlimt of 8.5.
And it is ONLY for mechs under "50t" because a 50t mech with a speed of over 8.5 would need a 430 engine. One that does not exist.
But a 45t mech could go with 8.8 (means 400 engine). IF there would be any stock mech with a walking speed of 7 or more (there is non for the IS).
But in case you dont know, the engine size say how fast a mech can go. The max speed of 140 (150 with XP) comes from the factor of 8.5.
8.5 walking = 12.75 runnig. 12.75 * 30m / 10sec = 137.7 kph.
Combined with the rounding (Jenner for example who can have a 300 engine when the factor of 8.5 only means a 297.5) you come to your 140 kph. Adding the XP speed boost and you are at 152 kph.
The engine limit is in direct combination with the speed limit!
All this beside the hidden changes they have done in the last patch that reduced the speed of some mechs. Some rounding to "slow" down some mechs to get them back in line with their speed problem i guess.
P.s.: The rule 2 does not really apply anymore. Because some mechs were tweaked to allow different engines. Like some of the Awesomes.
