And what exactly does the upgrade to it, do?

Convergence is the act of all your weapons converging on the thing that your aiming reticle is resting on. It takes time depending on how much it has to converge: For instance, if you're targeting something 5 meters in front of you, then suddenly switch to targeting something 1000 meters in front of you, it's going to take a second or so for your weapons to refocus on the spot you're targeting.

The upgrade decreases this time.
