Over the last two weeks, I've witnessed brazen cheating among at least three "Houses". It has taken the form of three or four of the house members on one side, and posting one of their group on the opposite side to monitor the opposing team. Being that the House Insignia is posted for all to see, it was hard to believe they thought no one would notice. I'd be interested in knowing what, if any, consequences PGI in MWO will have for this form of cheating.

For now house insignia are nothing more than for looks and denote no specific group affiliation. In addition, you don't have any choice over what team you end up on. If you suspect actual cheating report it, but nearly all of the time you see different people of the same house on different teams they'll be completely unrelated.

You can change your house insignia in profile settings too. Currently that's all it changes.
