After the introduction of the test server and production of the last type map terrain, could PGI test new map concepts on the test server, but here's the twist, the maps would be without/simple textures and objects/buildings would be simple low poly objects.
One could call this a literal simulation of a map, much like Crysis 3 has it's tutorial in such a room.
This way many maps could be quickly created and tested while one by one that prove to have good game play could start gaining assets and be introduced to the main server.
