That's okay, they can introduce the 'Paradropped Wheelchair' consumable for when you're paralysed.

MASC will just be one more QQ item, on the ever growing list of QQ items. Maybe it will just be OP early on.

I can't see a 3 sec run burst ever being worth a possible crippled Mech. The most likely choice would be to grant a short burst of speed, then, if a failure occurs, your base top speed (max. engine rating) will be permanently reduced by 50% with a legging after reducing it another 50%. 
Why do we even bother?

That is why I would rather see it, 3 seconds with no chance of failure, if you do not turn it off after 3 the chance of failure gets progressively higher.
This timer resets if you leave MASC off for 10 seconds.
