There has always been mention of "slowing down the caps" in some way shape or form in the beginning of the match. That's been the best solution so far (how much of a reduction it should be and how long a duration is up for debate).
However "preventing any sort of capping" makes absolutely no sense (and is a bad idea in general) since there's not necessarily an incentive for people to "leave their bases" so to speak, or just allow them to "wait out that time" then start capping. It doesn't help the situation much if at all.
I'm more than willing to figure out how to "correct" the early capping moments, but people have to not be so steadfast in "not wanting to go back to base", because it always elicits the L2P comments (and more often than not, it is true). You have to balance it correctly, but just saying "I don't want it" doesn't make your proposed change "work the way it should", because... you probably haven't thought it all through... there's ALWAYS some sort of unintended consequence to changes.
