I typically pilot a Cicada with four Med Pulse Lasers. I've taken on PPC Boats (4-6 PPCs), Gauss Snipers (2+ Gauss Rifles), LRM Boats, SRM Boats, and there hasn't been anything I've yet to be able to take down on my little Cicada.

If you're getting one-hit in a Light or Medium Mech, you may want to invest in a bigger engine to get more speed and work on your movement and "run and gun" tactics. If you're getting one-hit in a Heavy or Assault then you may just need to invest in more armour.

Now I'm not saying that the weapon balance is perfect, it isn't, certain weapons need tweaking, I'm just saying that Boating isn't the problem. 90% of the time, if I get fragged its from a good Brawler Mech or a well-built, all-around Mech, I rarely ever have problems with boats.

OP's suggestion is odd, sure, but it could actually work. Would you rather PGI arbitrarily limits weapons like PPCs and Gauss to only fire in pairs or solo repectively? That might work too actually, and you can say the reactor can't feed power to the greedy guns fast enough to do more than that!

I've taken out a cat, dragon and treb with a one legged ravin. I've also been 1-shotted going 150kph from a mech 1/2 way accross the map. I didn't say boating is the problem, its the ability to concentrate damage to one area, which is just magnified by boating.
