No, there must be some part of the description that you misunderstand.
1) The PPC does full damage between 90m and 540m.
2) From 541m to 1080m, the damage linearly drops off from 10 to 0.
3) From 90m to 0m, the damage linearly drops off from 10 to 0.
Here's a couple of example ranges:
At 810m, it will do 5 damage (halfway between its effective range and its maximum range).
At 45m, it will do 5 damage (halfway inside its minimum range and zero range).
Just ask if you anything is still unclear..
