PPCs do 0 to 10 pts of damage from 0m to 90m. 5pts of damage @ 45m.
ERPPCs do full damage

Only the regular PPC has a "minimum range", where it suffers reduced damage within 90 meters. This damage scales down from 10 damage at 90+ meters to 0 damage at 0 meters.
The ERPPC has no minimum rang and does a full 10 damage from 0 meters out to it's listed range.

Just go by what is said above me.
In Battletech -- what MWO is based on -- the PPC is supposed to do 0 damage at less than 90. In turn, it is supposed to have a "capacitor" which you can turn on and off. If you turn this capacitor off the PPC could deal damage at less than 90 meters but at huge heat increases, risk of internal explosions, loss of consciousness, and potentially pilot death. Since PGI has never introduced the capacitor, regular PPCs use the linear rise in damage as described above.
