It has been announced that MWO will launch with PvP only, but some people express interest in PvE as well, so it might be added in the future. Please vote in the poll to gauge the interest.
As for me, I prefer pure PvP. I'd much rather Piranha invest their resources into making a compelling PvP game and improving it, rather than tacking on a PvE element to draw in a demographic to add a bullet point to the feature list. Having a pure PvP game also brings in a certain playerbase who are into competitive play, while introducing a PvE element will fragment that base and dilute the overall gaming experience, which I'm certain will always be at the core of the game.
Adding PvE content as part of PvP maps is the worst option in my mind.The PvE content is just a distraction and a hindrance - sure it pays in loot, but there's no reason it couldn't be won from human opponents. In League of Legends I have to fight through "AI" minions to get to the real content, which is melting faces of human opponents.
Separate PvE content is a better option, although it would divide the resources of Piranha. Those resources are either not used to create and improve PvP content, or they need brand new resources. It is possible that PvE content would bring in more players to justify adding those resources, and PvP wouldn't stagnate or suffer. But would the new players attracted by PvE stay, and would they have good things to say about MWO if the PvE content is tacked on, of mediocre quality, and there's PvP one is expected to play, also? I'm not saying all PvE players don't like PvP, and even I like my PvE in the right game.
Also, there are very few pure online first person PvP games out there outside of FPSs. Even most of the arena-style PvP games have some PvE elements, and from what I've seen mixing things up is not ideal. FPSs and Bloodline Champions are the only pure current PvP games I like to play, but I would welcome another. I was elated when I heard MWO is PvP only, and hope it will remain so.

Making MWO a strictly PVP-Only game will highly limit the player base attracted to it. This was a lesson that EVE learned the hard way, and it also created a huge schism in the game community.
Simply put - a MMO requires players to stay alive. It also has to be a profitable venture for it's publishers and supporters. New, fresh players attracted to it's base and constant content allow this. By limiting your game to just one small niche of the MMO community, you do this. This was a problem I noted with the Mech4 community - new players were run off by the amount of clics and drama in the IGZ and Zone community, and this carried over further until it simply became a niche game, abandoned by Microsoft and ignored because of it's small player base.
Even the most successful PVP-Centric games, such as Guild Wars and EVE, build upon PVP with PVE content. This is what the MMO community at large has demanded. You can either give the people what they want and not cater to a specific niche, or tell people to "go eat cake" and cater to a small subset. And history has shown how well that works.

The closer to a single player game it is, the better, in my books.
PvP could be fun, but I'm more into being absorbed into the setting and the universe. As Mechwarrior 4's online play has shown me, there's no interest in the universe or the setting, it's just about cramming as many Clan Large Lasers and Gauss rifles as you can on a jumping assault chassis and climbing the scoreboard.
That's the sort of thing I call e-sports. There's nothing compelling you to play but to beat all comers. All you can do is play all day long, practicing - practicing just so that you can have an enjoyable experience and not die every thirty seconds. Practice so that you can show off to the whole internet how good you are at it. How you've proven to yourself how great you are at clicking a mouse. There's nothing beyond that.
I much prefer to connect with characters, to experiment with ideas and concepts, to explore, solve problems. To know why I'm attacking some guy, rather than just attacking him to boost my name on a kill ladder.
Ideally, I'd like the MWO team to eventually release a single player campaign as a paid product, once the game engine is released and established. A huge chunk of us want that. Secondly, scripted events and campaigns that are PvE, and/or the inclusion of AI as Battletech vehicles, infantry, and conventional fighters. The other thing I thought about was having PvE Pirate bands invading from the Periphery, while faction-on-faction stuff is PvP.
But at the end of the day, I just want a game I can sit down with and just have fun, not a game where I have to come home and practice every day, just to start having fun by being on the same level as everyone else.

Yes PvP is mostly about satisfying a competitive urge. However for some, like myself, it can be more about just having fun. It's not always about being serious, nor about being strategic or tactical. It's about strapping yourself into a hunk of metal and just blasting away. That's why I prefer PvP that caters to both elements.
That said, PvE elements are a necessary element for retaining players. Sometimes players just need to do something to chill, to manage around RL commitments and to mix things up to stave off burnout. Otherwise players, at least those like me, simply log onto another game thus splitting their time (and money).
The problem I see often is when PvE design and PvP design cannot be properly managed with and, where required, against each other. That has to be handled closely and with consultation with the community. Otherwise it breaks everything apart. I firmly believe having PvE objectives that help the PvP side is actually a boon. A lone wolf going out to support the wider war effort as it were. But closing off entirely to PvE is closing off a significant part of the online gaming market. Only if the PvP only side can support the game entirely, and refresh natural attrition rates could this exclusivity be maintained imo.

The vibe I got from the information provided by the devs suggested that there will be PVE content, not necessarily persistent world PVE like games such as WoW or EVE. But more like that of Global Agenda where the PVE is structured missions/instances which are available for solo players or parties (lances for you diehards). Heck they could really borrow from GA and have PVE missions with PVP elements such as the double agent missions, those are great fun.
PVP is fun and all but that cant be all an MMO is....unless you are World of Tanks...in which case I already play you and have no need for a completely PVPMMO/Armour Sim. ALthough I would really like to see a Solaris VII style PVP system like the missions from MW4:Mercenaries, that'd be awesome.

PvP is where it's at. Without player to player interaction, all you have is a glorified single-player campaign.
How many times have you completed the campaign in MW2-MW4, then gone back and played it all over again? Then completed it, and started all over again?
PvP is an always changing game which is what makes it exciting to log into all the time. MW was always my FAVORITE game because it was instant action. There was no grinding for gear, there was no sitting outside Luthien spamming "LFG for super hard I need 10 more people to finish this quest". Select loadout, drop, kill.
I understand that MWO: Mercs will not be the same as my beloved MW2: Mercs or even MW4: Mercs as there will be level progression and experience gain etc. etc. That being said, I will be willing to spend some money so I can quickly level since like most here I have RL responsibilities and won't be able to dedicate 5 hours/day to gaming.
