To answer the titular question: Yes, but it would be so against the interests of PGI to include this sort of option I can't see it ever happening... Maybe for Premium time users or something...

Don't foget that things you do to a frame like Endo-Steel and DHS mod are lost when you sell and you have to buy again to mod your new empty frame. Only the DHS mod is 1.5M so I don't see why PGI would get hurt by this.

I voted yes, but it won't happen. The C-bill sink is there for a reason... and most of the time you'll accumulate that money through grinding it out (if not all the way).
What people really should be asking for is a stripped hero version that is sold at a reduced MC cost. Since most of the "MC Cost" is actually related to equipment.. it puts a premium on them needlessly (see the XL engines on your favorite hero mech).
That is what should be available.

Huh?
Currently you pay a flat MC price determined by tonnage.
E.g. a Heavy Metal gives me more value, as the chassi is already equipped with XL engine and especially DHS, items I have not to grind for. On the other hand, you have to grind CBills to equip a Misery with DHS.
Hero Mechs should be priced according to their equipment, not the flat weight of the chassis.

I like this idea if one is re-buying an empty mech that had been previously owned.
So first time buy it's as we currently have it. If you sell on purpose or accident, you could re-buy the mech at a marked up price based on the value of the empty mech.

Guys you are forgetting that the UI 2.0 will allow you to sell ammo and parts separately to get rid of them later on.
