I liked it before the last missile nerf on a catapult (too heavy to justify on anything smaller IMO). You could find and target people at about 1200, well before you could actually hit them with LRM's. BAP also decreased the lock on time for LRM's and combined with the module that adds longer locks after you lose sight was a good combination to get lrms on the way to a target.
Since LRM's are now essentially a medium range weapon and mediocre one at that It's probably not worth while for LRM boats. Since the other reason to that them is scouting, and the scouting bonuses are pathetic I'd say no, invest in the module save the tonnage until they decide to put real and significant scouting bonuses into the game.

"Depends" is such a weasel answer. Of course everything depends...
BAP is better than people give credit and the bigger the mech you pilot, the easier it is to justify the weight. Being able to get targeting information quicker, and from longer range is a bonus by itself. On top of that, the scouting advantage you get is an extremely under appreciated asset to the team.
The only reason it depends is because it can be a tough fit on low-tonnage mechs.

I said "depends" because both boost your max sensor range but only the module increases the detection range against enemy ECM. After the late May patch, though, inside 150m BAP should shut down ECM altogether.
