Some error about xinput not being installed. lots of posts out there about the problem but no fixes. Here is what i did and its working now.
-Disabled User Account Control
-Disabled Windows Fire Wall
-Installed direct development Kit offline using run as admin
-performed the mwo file system check and allowed it to correct the registry and a few other things
-googled xinput and found a windows 8 development kit that i installed
-set all the mwo online exe's to windows xp compatibility mode
-rebooted

issue resolved.
