So I'm still not quite certain about this. If I see distant enemies in my scout mech and above them appear empty red triangles that means that they are targetable, however, do my teammates see them already or do I need to target them before they become visible? In other words, do teammates see only "full" red triangles and not empty ones?

They don't have to be targeted to get them on the screen to have them on teammate's radar... assuming you or your teammate has LOS (line of sight) on the target. However, you should target the enemy if missiles are inbound to that target (especially if they don't have the triangle filled).

Filled triangles ONLY occur if someone on your team is targeting them. By targeting them, I mean the default "r" button to target the enemy.

To expand on Deathlike's explanation...

Discounting ECM (it complicates things), it works like this... You (And each other individual player) can see on your radar all mechs that are either
1) In your line of sight
2) "Targeted" (default being the R key) by one of your allies who has line of sight.

Empty triangles over the enemy mean a mech is in your line of sight, but nobody has them targeted currently. Full triangles mean that someone has them targeted.

The practical consequence of this is that if you're scouting ahead and see a bunch of empty triangles your teammates do not likely know about the mechs associated with the empty triangles. A common nonverbal communication is to cycle targets rapidly when encountering a group of empty triangles. This will "flicker" a bunch of full triangles onto the HUD of any teammate who is facing in the right direction or paying attention to their radar. Ideally you'd target each enemy once, so 4 flickers would mean 4 enemies, but I've sometimes panicked and just hit the button a bunch if I don't want to stick around to count the enemy mechs and calmly target them one by one.
