So, my framerate has continued to get worse and worse with each patch- now I can only manage 8-10 with a custom cfg. However, that's not why I'm posting. Recently, a few people commented on how I was apparently warping around as if I had horrible ping (this happened in several matches). The issue with that, of course, is that my ping never goes above 100. I've also had instances where when I try to turn, the game will warp me a second later, either ignoring part of the turn or overshooting it. I've asked if the automatic turning is visibly affected by my framerate lag (since that apparently influences game input, and the turning is extremely jerky) and been told that yes. This makes it seem like the framerate is the underlying cause.

I'm not a network expert, but perhaps the system stress causes it to send network packets less frequently, essentially creating lag?

Your system is a laptop and is it really running off the graphics on the CPU? And from your signature it is cycling down.
Control Panel, Power Options, Best Performance
Can of compressed air, clear out the heat sinks!!
Run with AC (power) pulled in.
