I'd move the arm heatsinks into the open torso slots personally just so if you lose a torso you don't lose more than half your out of engine heatsinks. You might want to consider the 3d for energy boating as the jumpjets do give some added mobility, perhaps upgrading some of your lasers to er large might give you a better reach on big maps without impacting your heat too much but i think thats personal preference.
It does seem a bit of a shame not to have an ultra or a gauss in the ballistic slot, but i do like lasers as well.

I think you might be right. I switched to an AC20 and 5 medium lasers and that works quite well. I have been playing my hunchback and atlas with AC20 a lot and wanted a break, but it is fun to brawl with Is running one Ultra AC5 worth it? The 3d is next on the list after I max out the first XP levels.

In my opinion, one UAC/5 isn't worth it over one AC/20 in the 1X. The UAC/5 is all about tossing as much lead down range as possible. You need two or three to really get the DPS to a good place. The AC/20 is a better brawler. If you want to poke away at range, you either get an AC2 (another case where just one is kinda meh) or a Gauss rifle. It might work out for you (I saw a guy with a 1X using dual AC/10s murder some dudes last night) but it doesn't seem like the best use of that hardpoint.

I love running my 1X with a 300STD engine, 2 PPC and 3 MPL. A bit unorthodox because it eschews any use of the ballistic slot, but its been very solid. It's good at sniping and good at tangling close-in whilst enjoying decent mobility and durability.

Try this for a pure laser boat. Multiple alpha strikes! A "long" range brawler. Oddly enough, my best kdr mech build:)

Used OP's build once, it performs very well. An alpha strike gives respectable burst damage, while proper chain firing gets surprisingly good sustained damage.
Phalen's build is pretty good too. Not as much alpha damage, but you can alpha more often.
This one isn't as much fun now that it's the FOTM, but this was my favorite build for the 1X: CTF-1X
If you don't mind playing something cheesy, try it out. Going faster than 70 KPH with tweak makes getting into position to take a shot very easy, something that is often overlooked in most sniper builds.

Helmstif is right about the AC20. If you want a large laser boat go with a 5 LL Stalker 5M
