My HBK-4J has both the advanced sensor module (2/2) and a Beagle Active Probe. Yet, I can only target enemies from 800 meters away (which is the standard of all mechs according to the Wiki).
I've even tested this in the Training Grounds. Why aren't these devices working? I've invested so much only to have them be functionally inert.
Also, if they were working, how would they stack their benefits exactly?

The testing grounds has some quirks that don't allow certain buffs to work, like the Basic Skills form the pilot tree, and some module effects. I'm sure this will be partially addressed on the May 21st patch, since that Patch comes with significant changes to the BAP system. On May 21st, the BAP will gain an additional function to shut-down nearby enemy ECM systems, and I think they'll have looked oveer the basic BAP functions before releasing it....

I don't think modules work in testing grounds at this point, but the BAP should. Both should certainly work in game. As far as what they should do, they should both stack their benefits. You should be able to target around 1200m with both active.

There's a big difference between stacking this way:
800 + (25% + 25% = 50%) = 1,200
...and this way:
800 + 25% = 1200
1200 + 25% = 1500
Based on your answer, I'm guessing it is the former?

The bonuses, in this case BAP and Sensor Module, stack, but its always determined from the base value, and are not combined or multiplied when multiple bonuses are applied. Thus having the two +25% bonuses gives +200 range each, with a total of 1,200 range.

For some reason, I thought base sensor range was only 700m. Do we know for sure that it's 800/can anyone supply a link?

Your math is a bit off...
800 +25% = 1000
1000 + 25% = 1250

Beagle Active Probes and sensor modules currently do not work in the testing grounds at all. It appears to be a technical limitation of the simulator being on your own computer.
However I certainly have had no trouble getting them to work in live combat. 800m is the limit to basic radar. Advanced sensors and the Beagle probe each add 200m to that, so with one or the other range goes out to 1,000m, and you can get 1,200m by having both.
ECM is a real game changer currently. ECM hard counters BAP. (Although I hear that is going to change drastically later this month.) So targeting range pretty much gets dropped to 200m when an enemy ECM is there. The Advanced Sensor module still works, so targeting can be extended to 250m when you have one installed.
