So, I've been shopping around on Amazon and Ebay since I'm a cheap **** who doesn't go to pawn shops or flea markets too often, and noticed that pedals and throttle controls are REALLY expensive compared to a joystick. Hell, the used stuff is anywhere between $70 and $120. Can anyone suggest where I might find a cheap set of pedals or a throttle control? I'm budgeting for around $200 for it all after a cursory glance of the widely accepted cheap online solutions for shopping. The joystick I'm looking at is only going to cost me 17 bucks including s/h. It can go over the budget a little if necessary.

You could always make your own. You can scavenge parts from an old usb joystick. Do a search on google for home made joystick or rudder pedals.
