There is an icon that appears over targets sometimes... looks like a bar graph. What does it mean?

Means that target is under effect of hostile ECM (if you are referring to what I think you are referring to - icon that looks like cell phone signal bars).

Yep it's all located in that PDF. For example the info about the icons associated with ECM can be found on page 33.
If you are after more detailed info check out the wiki. Here is the link to ECM:

From there you should be able to find the rest of the info you seek.
But I'll go through your list and give you a quick break down.

PS: maybe i shouldt have TL/DR - i looked for info on the HUD not the corresponding devices. i thought that more logical, beause if i dont know what an icone means i cant look for the corresponidng device, right? ;-)

actually made a mistake there, too:
I should have typed "and therefor should be targeted (by you)"
the "r" button is your best friend
