I have throttle decay on, but I've hit the 0 key on the numpad to lock it at 100%.

I open the map or try to type a message, and it drops to 0%.

This only happens in some matches.

Is it because I'm a noob and I'm noobing something? Or is it some kind of bug?

Could be something else you have plugged in, like a gamepad. Disconnect the devices you are not using, and restart the game.

I have had this happen to me too, and my input devices are strictly keyboard and mouse. So I'm rather confident it is a bug in the game engine itself and not something a gaming device is doing.

Something you might try doing is going into the options and look for the checkbox for "throttle decay." If you uncheck that, it's going to slightly alter your controls so that W and S control the position of your throttle instead of being generic move mech forward and move mech backward. Once you get your mech moving, it won't stop moving until you deliberately hit the brakes. (S to lower throttle, or X to make a hard stop.) But that also seems to kill the hard stop when you open the map or scorecard, so you can at least stay moving forward while you check your team's situation. Or at least, that is how it's been working for me.

Finally saw this happen... and was able to reproduce it.

Start Match
Press Num0
Press B for Map
Throttle doesn't stay locked

Start Match
Press W
Press Num0
Press B for Map
Throttle always stays locked

In other words I needed to send a valid "Movement" before Throttle Lock.

I found this one out. You need to mention if you're using a joystick!

With my new joystick, if I use an analog control for my throttle; or even a simple button press for my throttle, I stop instantly if I press a chat key. If I lock the throttle with a separate key such as numpad 0 or W, I still stop dead due to the analog control. If I set the analog control to neutral and use the W or numpad 0 keys, I do not stop when chatting.

This also happens if you are using throttle decay.
