Not even my lasers hit reliably now. What's wrong?

Had a fight with my 3 ERPPC Awesome vs. a Highlander in River City yesterday. We were dancing at <100m away from each other. It happened 3 or even 4 times that an alpha of my 3 PPCs didn't get registered on that Highlander at all (I have seen them hitting the Torso)

Still broken, not broken again.
Ballistics and PPCs are easiest to notice the problem. You shoot a mech standing still and sparks fly, but it takes no damage and you don't register a hit.
Missiles and lasers do this to, its just that you don't notice it because they have a lot of small ticks. Looking at the red crosshair shows you hit, but you do piddly damage. I've shot a Jenner point-blank with 3xSRM6 and watched it go yellow armor on 3 components (without splash damage the Jenner should have been orange on 3-4 components). I'll track lights with the full duration of a laser boat beam (say 4xLL) and watch them go yellow on two components. So yes, I "hit", but I didn't really hit.
The worst part is what happens with front/back armor. There are several times I will be running away from something (like it's exactly at 6 oclock) with an armored back, cored front, and he'll shoot and kill me in the front. Other times, I've been hit in the back while staring at the shooter, or I'll shoot someone and it will hit the opposite side.
It gets really annoying when it takes me 2 minutes to kill a light because my missile salvo that should have opened him up barely scratched him, and my lasers refuse to melt his armor. It's even more annoying when I need to hit something with 3x the AC/20 shots because it just doesn't register.

For me it screws up if I shoot at the target within 100 meters. In long range it usually fine but in close combat it's really broken, and so was since hit registration update for ballistics, this is not new bug, probably the same with the lasers.

Its still broken as before.
The getting worse part has to do with this:
Performance
- Gameplay bandwidth costs should be reduced
Most people are getting 10-15% higher pings, with all the issues that come with that.

I'm pretty sure it's more like a "reversion" of those fixes.

I haven't noticed a problem when using my AC5 cataphract, but I certainly do notice it in my PPC Dragon. I hit people in the face from 200m away with 3 PPC and it's like I shot a medium laser at them. I gave up on PPC temporarily and mounted ER Large. They don't seem to have the same problem.
