SHS performance aside, I think it's a pretty neat feature.
It's only a useful feature for Clan DHS, which are pro-feet equipment approved.

In my humble opinion to eliminate an option outright without a real time data read is not a wise move.
Every place on every map has it's place and time depending on the situation at the moment in which the tactical movement choice is made.
To never enter the water is to give your opponents an automatic 180 degree firing arc in which you cannot hit them if they use the high rocks for cover.
This imho is most unwise.
Just an opinion for what it's worth but tactically it is unsound unless you have area denial already in place to eliminate that terrain as an option for your enemies as well.
