(This would be something for those of us with skills in photoshop or other similar programs)
Once the ability to add decals is in, there should be two levels of customization.
Level 1: Basic - Allow users to upload images and place them on their mech (the existing idea)
Level 2: Advanced - Provide templates with an orthographic view of whichever mech you are selecting that can be opened in digital painting/ photo manipulating programs. Using these templates, players could create custom paint jobs/ skins for their mechs. Once completed and saved, these templates could be uploaded to MWO online and opened in the player's mechlab. Once opened in the mechlab the necessary textures would be added. If the player likes the result, they pay MC to unlock that personal skin for that mech.
These templates could be saved and shared with friends. This would allow merc-corps/ house units/ guilds to all run an identical paint scheme, and still be able to add on personal emblems over the skin. Community members that are more artistically gifted could even help out others by creating cool skins (if they felt so inclined). This system would result in a wide range of custom Mechs, and a visual identifier for picking out who might be in a pre-made group.
Granted, these skins would require some oversight to prevent "Phallus Themed" mechs from being an issue. However, this problem could be dealt with in two ways: Players reporting inappropriate skins they've seen and the player that was using them; random checks of X number of accounts that use custom skins.
