The minimum range for a PPC in the lab is stated as 90m but I have been noticing recently that shots that connect under the minimum range still record damage.

The PPC minimum range has never been a zero-damage minimum range. The damage simply decreases linearly from 90 to 0.

By far the most misunderstood fact about the weapons, I just wish they'd finally fix the description of PPC to add the linear damage decrease instead of just min range which comes across like there will be no damage done.

It's sort of a quasi-holdover from TT rules. In TT rules even LRMs don't do zero damage within minimum range, they just have a harder time hitting (the exact same mechanic as PPC minimum range). When this was translated into MWO, they decided to give LRMs zero damage because the warheads hadn't armed (pretty reasonable), but PPCs got a damage decrease, and ballistics lost their minimum range entirely.
I think LRMs should probably do a fraction of damage within minimum range as well, to represent that getting hit by a missile, even if the warhead doesn't detonate, would still bang you up pretty good.

Exploding PPCs sounds awesome. I'm totally for it.

The PPC Inhibitor Rules can be fudged, since this is a game. People want more simulation button presses? Well there you go "PPC Field Inhibitor" Button Press 'F'

PPC's never dealt 0 damage under 90m in MWO. From 90 meters, every 9 meters under that you lose 1 point of damage.
