I don't know how many times my medium even heavy has taken such a pounding that half my side is oblitered in a second at the very least the weapons are gone and im cherry red. But I would never know that is until I go to fire something or I glance down at my damage ret goin when did I get hit... Really its disconcerting. I dont care if i knocks me on my bumb, or twist my torso but I feel a visual indicator that I was just B-Slapped would help me realize Im in deep poo.

If you want consequences from losing side torsos, start using XL engines.

Yes please. This would be huge for immersion. It's the little things that remind you you're in a big robot. It feels less and less like that these days...

When a mech gets his arm shot off, or even worse his entire side torso ripped to shreds, it should have noticeable feedback for the pilot and some visual effects for those around. A mech in such a situation should tumble a bit, struggle to keep standing and stagger a bit. There should be some smoke and sparks inside the cockpit and the pilot animation should flip half a dozen of switches to compensate. The larger the mechs get, the less drastic such feedback should be.

Eventually it would be nice if they would make all mechs a bit tougher and in return add more consequences to severe damage. On the other hand, mechs that have their arms or side torsos blown off should get faster! After all, their effective tonnage compared to engine output is reduced drastically. The same is true for spent ammo, by the way.

I like that idea, some chaos in the cockpit as a Mech takes damage would add some immersion.

Absolutely not, people would cheat this system by striping armor off mechs in the lab to turn atlases into giant jenners. You want to go faster, get a bigger engine.

No, because the second that happens, Goons will do it to a dev and the resultant saltiness will cause the feature's permanent removal.

Reasonable concern, but that would only be a problem if under-tonnage and lost tonnage applied in a linear fashion to speed. It could also still be hardcapped. Still, it would be quite reasonable if a lighter mech was faster. After all, tonnage is already in the calculation for speed, only that the chassis weight is used, which is essentially faulty math. Such things are only an issue if they are implemented incompetently, but then again even things that sound awesome turn into problems if those implementing them are incompetent. For the sake of feature discussion, we should not assume that the developers are such. How are they supposed to surprise us with weird decisions and half-donkeyed work otherwise? ;)

Oh and I wouldn't really be too afraid of giant Jenners. Imagine something as big as an Atlas with the armour of a Jenner going about 120 miles. It would die very quickly with little effective use. There is no speed tanking in MWO for something this big.
