I don't know if such a thing exists, but I'm not having much luck finding it if it does. I'm looking for a throttle that meets a few requirements:
1. Has an X axis (for turning) that preferably resets (to the upright, non-turning state)
2. Does not reset to zero on the Z axis (throttle remains at what I set it to)
3. Has some buttons
By reset, I mean pushes back towards an origin. Basically, I'm looking for a throttle that will allow me gentle turning instead of the all-or-nothing A/D keys.
If there is another peripheral that would work to achieve gradual turns and control throttle, I'm all ears. Or eyes. Or whatever.

Nearly all throttles stay put where you leave them. Ones that don't are called joysticks!
Most throttles lack a suitable spring loaded analog axis that could be easily used for turning, but nearly all have at least a rocker switch for 'a'/'d' turning that is spring loaded and conveniently located. There was one that almost came out called WASDIO , but it didn't meet it's kickstarter goals but it also was spring loaded in both axes like a normal joystick so would be a moot point, although for a lefty joystick sure would have been fun for MWO.
The goto standalone throttle would be a CH Products Pro throttle, and would be well worth the investment for a HOTAM (copyright CyberKut2013?) setup an it has an analog ministick that would fit the Bill for turning, and I think is exactly what you are looking for. (specs) There is kinda a lack of decent choices out there beyond that. The throttle from an X-52 or X-52 Pro would do nicely and the rest of it would come in handy for Star Citizen since you can't get them separately outside the random ones on ebay...
There's always the nuclear option of a Cougar or Warthog or even an X65f to use their kick *** mostly metal (well, at least on the Cougar adn X65) throttles, but that's not the cheap route. None are the cheap route really, but those are the estra spensive ones, but the nicest too.

I can not claim to have originated the HOTAM acronym. 
The WASDIO that Loc Nar mentions would have been pretty much what you asked for in the OP. Since that didn't happen, your next best choice is probably a throttle with rudder rocker in it.
Of current mainstream offerings, the only one I'm aware of typically available in the U.S. is the Thrustmaster low end T.Flight HOTAS X. If you can still lay hands upon a Saitek X-45 in good condition, that has one too, and could be a better choice.
Next best choice is probably as Loc Nar described, a conventional Throttle controller that has an analog mini stick in it.
For some enterprising hacker/DIY'er who was sufficiently motivated, I'd say that rather than trying to modify a joystick to spring return only on the X axis, and not the Y axis... it would probably work better to make a Throttle controller whose grip could pivot (spring returned to level) left and right at the top of the shaft, rather than down where the throttle pivots on the Y axis. Or, make the throttle grip twist at the top of the shaft, and spring return to center. The later might feel more intuitive for mech control.
