Why Are We Getting The Flea?

I can't find a decent answer for this.
Why aren't we getting a more classic light such as the Panther? Or, given the time line, the Wolfhound which just enters production on the eve of the Clan Invasion?
Can someone clue me in as to why we're getting the stupid flea?

I thought the Spider would be useless but people use it to great effect. If the Flea's trick is going to be extreme land speed then I'm interested. I think everything has a purpose and a use in this game.

However in this case the Spider fills that role, plus the Spider a classic mech from the 3025 TRO. I have no problems with it. The Flea seems to duplicate the spider's role. I'd rather have the Urbie for giggles and whatnot. Or the Panther, another classic PPC-packing city mugger or the Wolfhound, designed, specifically to counter the Panther. Or, if they really want flavor, yhe Firestarter, designed to wield flamers and has a ton of variants to choose from.
There are so many choices in the TRO's that aren't unseen or reseeen the choice of the flea makes no sense.
The could, now, do the locust because that's reseen, as far as I know (it came from Crusher Joe I believe, not Robotech) and its exactly what the Flea is but, again, classic 3025. I bet the Flea exists only because of the time when the Locust was unseen. But the Flea is an even crappier mech.
The die is cast, PGI's spent money on developing this thing so we're gonna have it no matter what. I just question the wisdom of the decision. The rest of the mech choices have been pretty solid. I guess you can't get it all right all the time.

* - the ones that can get to the 152kph range after speed tweak, iirc not all of them can. Some that can should, per engine sizing rules, be able to go faster than that.
