Since the removal of the trip/fall mechanic light mechs have had... lets say... and advantage even though they're a bad pilot. Instead of them falling to the ground I think it would be fair (in the mean time) for the mechs involved in the collision to lose half of there throttle for something like 2 seconds and have them ramp up the engine again to get to full speed. Just a thought. Anyone else have any other suggestions on this subject?

Are you playing the same MWO I am?
In my version of MWO, lights are fairly easy to peg down with a quick alpha strike from ERPPCs or lots of ML/LL (I don't use Gauss or AC/20 but those are powerful as well). The only class at an advantage despite bad piloting is the assault class and maybe a little bit of the heavy class.
Mediums and lights are less common combined than assaults or heavies are individually (source: http://mwomercs.com/...19#entry2220919). That data was collected before ballistic HSR and the non-premium Highlanders, so it is likely to have changed to be even more drastic. The last thing MWO needs right now are more mechanics that favor larger classes and shovel feces on the smaller ones.

This wouldn't favor larger chassis, it would favor better pilots. Heavys and Assualts would have their speeds reduced as well. And as for the temp fix, I tend to agree, but at the same time... I don't think they're ever going to get around to putting the trip mechanic back into the game.
