Why doesn't the game let us buy mechs for only their chasis value, with no components such as engines and weapons on them?. I just think it sucks when i have to save up 8.1 Mill Cbills just to pay for that lovely xl300 in the CN9-D when i already have one from another mastered mech i could use if i just bought the chasis.

If you tell the salesman you want a different engine, he would agree, unless it's a custom engine of course. Every car manufacturer has options which you can choose, including but not limited to engine size. And most of the stuff the car may have you DON'T have to order, unless you get some Limited Edition.
Having said all that, I support a stripped mech purchase. To make it fair, let you pick the engine. But you are under no circumstances should be forced to buy an AC20 for 600K C-Bills, or 3 x ER PPCs for 1.8M C-Bills combined. Weaponry and armor should be optional. If it's a lower grade engine with additional heat sinks required to drive a mech, alright then, you must buy and install those as well. This is a system I would be okay with.

Even if as Pilots we can custom our Mechs in MWO it isn't a common behaviour as per BT canon. In fact in lore terms pre built and readied "stock" Mechs are usually understood to be the norm for delivery. Also If anything using options usually adds to the cost of the basic model of a car in RL terms. So using any kind of realistic RL or BT Lore analogy wont really help the argument here I feel.
However, having said that this doesn't mean that MWO couldn't supply Mechs in this way for game purposes.
Though there are considerations of a new player buying a new Mech with the hope and expectation it is equipped or if in the case of applying your suggestion they could end up buying a "blank" Mech and not have sufficient resources to then equip it for use, which could cause some disappointment and practical issues here even if it is more an awareness to what you are doing. But this is more self evident to older players not new ones.

How would this benefit PGI in any way? It would simply reduce the pain of the grind and cause people to spend less MC to get around that grind.
It's the same logic behind having to repurchase Artemis or standard guidance every time you want to switch to one or the other. They could have easily made it so that Artemis (and all the other upgrades) are equipment that you buy and then own forever to swap out whenever you please like any other weapons or equipment, but that wouldn't make nearly as good of a c-bill sink. They usually try and justify these things with lore/realism despite the lack of interest in those things when it doesn't suit their agenda.
With that being said, it's not necessarily a bad thing. There has to be some grind in order for them to make money and produce content.

Agree with the economic argument that pre-built stock Mechs are more a benefit to the development fund, but don't forget supply and demand curves. i.e. volume of sales based on what people can achieve on average with the grind or MC purchases will indicate relative Mech attractiveness to purchase. Especially if the MC value to purchase a "blank" is noticeably less than stock to achieve a better turnover in the bigger picture?
Though I will agree lowering the c-bills cost will likely make things more attractive to grind for. So a risky model to consider for sure and probably less attractive as a business model in comparison. Not knowing figures here doesn't help either.
Either way occasional sales make it much more viable to wait for some MC Mech purchases anyhow.

I'd very much like this, but it's still a case of a c-bills sink. You have to have something to spend all those c-bills on. You can turn around and go sell that second 300 XL for 2.5 million c-bills or whatever to reduce the cost somewhat, but that's about it.
