Well, FRR is pretty much a Kuritan protectorate that is supposed to act as a buffer state for the Combine. I'd say they did their job and bought the DCSM some time to prepare .

Steiner is too multicultural to be just about beer, bretzels, and atlas scout mechs.

To be more academic, it is an amalgation of cultures that have a common interest for beer, bretzels, and atlas scout mechs.

There is a delicate nuance.
