Not sure who or where it was said (I think it was on one of the "Ask The Devs"), but I believe the reason for having a base is for this scenario, and obviously others: team A have completely stomped team B, but one of team B is still alive, with no weapons and very weak, and has gone to hide somewhere on the map and power down. With Alpine or Tourmaline as the map, team A, despite deserving of victory, result in a draw for not being able to find the remaining 'mech in time.
To prevent this, the base is used so team A have another means of winning and can rightfully claim a win.
Yes we all hate it when a pack of lights cap your base within the first five minutes, but you can get an earlier warning by scouting at the beginning of a game to try and prevent this.
