I know you need 3 variants of the same type (e.g. Jagermech) with all basics unlocked to get Elite, but do the rules change for Master?
I ask because I just got all of the Elite levels on my first Jager and this happened:
I've mastered Dragons, is that why this happened? Does that mean I don't need to complete Elite on three different variants to unlock Master on future heavy mechs?
Or is this a bug?

Nope, this is correct.
To unlock elite, you need to unlock basic on three variants of the same mech.
To unlock the master slot, you only need to unlock elite on three mechs of the same weight class.
In essence, this means you can do basic on all three of a new mech, then choose which one you like best and bring it up to master and sell the other two.
