It says that, however the Radeon HD 7970 has a peak power usage of about 250 watts, on average at load it consumes around 210. Even if you were going with your original 6870, it has a peak power usage of about 180 watts.

12 GB of RAM is horrible in a dual-channel setup, you're reducing it's stability that way as there are no 6GB or 3GB DIMMs, and as such are creating an imbalance which is harder on the RAM controller.
HD wise, if you can put in some more money for a booting SSD of around 120GB or so, I say go for it. However, if gaming is your primary concern, then leave your storage for last.
