But why have they been removed? Shouldn't they be put back?

Overall, they were pretty bad. Nice idea, poor implementation.

They removed it because it was flat out unfinished and buggy. The griefing of the dev player just accelerated the removal. If you think they removed it only because of the griefing part then that's pretty silly.
So people complain when the devs actually play the game and run into something broken, then take action and remove it to fix earlier. Yet, if they never played the game it may have been in longer and continued to be abused.

it was glitchy but not broken
+ the only glitchy aspect was the standing up animation
and if you waited like 1.5 seconds to fire the animation wouldnt hurt your aim
it was a good mechanic
needed refinements not removal
I doubt it will ever return

I disagree, it was in need of a massive overhaul. It'll be reintroduced after launch like a lot of things. Better late than never.

We still don't even have the ability to knock over trees and street lights. That was said to be coming what 4-5 months ago? PGI is horrendously slow in releasing fixes or re-implementing removed mechanics.
PGI cant even get collisions to work properly anymore. I doubt knockdowns will be back in MWO in any meaningful time frame.
Instead they will just throw more 'content' at the game and hope the bandaid holds.

Most of these mentioned issues have to do with netcode. It's by far been the biggest hurdle, preventing knockdown, top speed for mechs, and big weapon balance changes. Since we're starting to get past netcode issues they can probably start to re-implement things and otherwise move forward.
As for breakable street lights and trees, that's only player side as well as purely cosmetic so I imagine it's a very low priority.

When they`re not obviously broken, yes.
They have been ETAd for sometime after release,

Now, instead of mechs warping around when they stand up from a knock down, they just warp around when they touch each other.
