Raised this ages ago in closed beta and still no ability for mechs with arms to raise them rather than shoot from the hip. This gives a huge disadvantage as half the time my shots hit tiny hills infront of me and if I was in a mech with no arms the shot would go over the hill as it was from shoulder height.

Just a thought, do you have arm lock turned off? Assuming you do, not sure what the issue is, as this causes me troubles all the time . .. .
Or are you asking for arms held over the head to be realistic?

Id say he just wants more realistic arm movement, with the atlas having its arms fixed at the hip height, it cant lift and stretch out like our can or in the artwork above.
It would be a lot of work to implement in game, at this point in time i don't see it taking priority

The low-slung arms of the other mechs are actually the #1 reason the stalker is my favourite assault mech. I have seen quite a number of matches where I was able to shoot the enemy while he was blasting a small hill or waist-high building. I think it would be great if that disadvantage would be gone.

He wants to wave them about like he just doesn't care
To be serious though its a gameplay tradeoff. mechs with proper arms have them low slung, but a lot of freedom and also much faster twitch aiming since you don't have to wait for torso twist, whereas something like the stalker has quite a high firepoint, but limited aiming and slower targeting.
with arm freedom you could (if skilled enough) be shooting two different mechs at once using the freelook to point arms somewhere different to torso. I'd love to see a clip of someone doing this and killing two mechs simultaneously as unrealistic as that might be. Its still good though to point torso at lrm target and arms off at 60 degrees to shoot something else nearby.
