Now that is a great question! If a target is detectable when shutdown I'd suggest it is targetable, but I've never had the chance to see this happen.

It also gives the benefits of sensor and targeting modules for 1.5 tons.

back about 10-20 patches ago (last time I had a bap equipped streaker) it did. Would have to double check to be sre if it still does.
