I'd suggest the "Mobile Ilya" build, then. Use the most popular Ilya build, UAC/5s in both ballistic points, but with jumpjets, medium lasers, endosteel, and fastest engine you can get for hit and run brawling.

So you define "Effective" as boring then? I mean what do you want? You have 4 energy and 2 Ballastic slots total on the 3D so not a whole lot to be creative with.
Personally I use an arm mounted Gauss, 2 LL and 2 ML which works very well at all ranges, however I am sure that is boring.
Ballastics are too heavy overall and the slots are seperated between Torso and Arm so you really need to chose one or the other and put something with a bit of punch there. You could drop something as small as a AC/5 or UAC/5 to save a bit of weight but then you need to rely on Energy for your punch which in turn means PPCs or perhaps LLs, maybe even 4 of them but then you would be hard pressed to get enough DHS on the mech to be able to use all 4 of them.
Don't really see much else you can do, maybe 2 AC/10 and 4 medium lasers or the two UAC/5 build the above poster suggested.

This is one of my favorite mechs to run with, the best damage I got with it was 863. Its just like Inappropriate1191 described

I don't get killed by them destroying my side torsos very often, I guess its just not expected.

Quad LLaser build is one of the most reliable build you can get.

Run mine as a brawler:
STD 300, maximum armor (432), 14 DHS and 1 JJ, AC20 with 3 tons of ammo and 4 MLs.
Durable with a respectable amount of mobility and fire power. Can also drop the JJ and add an additional DHS if so inclined.
