I notice a drop to shameful levels typically when the in game timer hits 10-8 minutes left in the game. If I manage to stay alive (not typical now that I cannot see) it goes away after about 1:45-2 minutes.
If I alt tab out into EVE (which is always running in the bg, FPS there has dropped to 10 FPS as well. So the result is system wide. However it only occurs if MWO is running in a game.
No throttling is on, power plan is set to max.
i7 extreme
32 gig ram
win 7 ulti
dual nvidia 590M's
Drivers all newest (technically beta drivers but the newest production drivers don't help either.
DX is up to date as well.
Any logs I can provide to help out I will.
I don't want any third party work around or memory trimming software. I want the game I payed for fixed.

Nvidia 590M, your system is a laptop? MWO can not fix a system that may be getting too hot on one core when turbo boost kicks in, thus the system throttles (you do not have a choice in this) the CPU for a few minutes to allow the system to cool down, nor can PGI clean the heat sinks for ya
Based on this being a laptop, have you cleaned out the heat sinks?
Do you hear your fans kicking it into high gear?

1) You haven't "payed" for a game. You have "paid" for a founder's package.
Seriously, if you expect to be taken seriously in life, you have GOT to pay attention to details
[and at any rate, production software hasn't been released yet, you're still playing a work-in-progress]

Tarl hit #1 on the head. Have you used a temperature monitor like Hwmonitor to make sure you're not overheating? Have you blown out the fans and vents with compressed air?
Have you tried actually shutting down Eve [preferably restarting in the process] and then run MwO WITHOUT Eve running?
have you opened task manager and checked to see if anything else is taking up resources?
I can go through a laundry list of things to try, including but not limited to opening a youtube page and disabling hardware acceleration in flash, disabling windows search indexing on drive and in O/S, checking startup and TSR items [terminate and stay resident. . those icons next to the click in the windows task bar]
Have you tried reinstalling MwO? I've had a few times when I had performance/crashing issues and that was the only thing that fixed it.
