Title. How is it 2013 and such basic functionality isn't built in to a web system?

It isn't? That's really weird. No ability to change password is quite a large safety hole.
Also, though not as high priority, being able to change nick would be nice (at least being able to change it once)

It was taken out of alot of MMORPGs actually. Its much harder to steal an account if you cant change the owner email account.
Edit: On the other hand its much harder to keep it secure after someone finds the email out, these incidents don't help either.
The middle road would be an (unchangeable?) Secret Question/Answer. It would stay hard to steal, and you could still change the email.

Or to sell an account, which creates just as large of a security risk.

I would imagine if you contact support with a valid reason they will accommodate you. Have you tried this?
