You can always use the left shift key to unlock the arms when you need to hit someone above you, or below. The amount of vertical movement in the Stalker's arms always amazes me and it's great on the Alpine map particularly.

Personally I keep the lock turned off on my Stalkers just because holding that toggle can be a pain when you're trying to navigate those hills on alpine. Also, I used to pack a couple streaks for nailing anklebiters, in which case the ability to track those targets laterally to maintain lock was more than helpful.
