Only ineffective because everyone is running a slow assault mech
The situation is not better if everyone is running heavies, even light ones. At all.
I can say this with certainty just by looking at and playing in weight restricted leagues. All that happens is they trade Stalkers for Cataphracts or Cataphracts for Quickdraws and run the exact same type of build on them all.
In other words LRMs (at least before this patch, I'm still evaluating them this patch after the grouping changes) are simply not viable competitively at all.

Compared to when someone is running a medium mech against LRMs, and you aren't fast enough to outrun them, so you have to hide or die due to low CT armor.
You do understand that the bigger the target, the better the accuracy and more damage LRMs deliver, right? Mediums are hard to do much to, where assaults should fold rapidly if we're talking raw "stand and deliver" damage (which gets you killed). My point is if your medium is so slow it cannot escape mediums
you designed your medium poorly.
Minimum speed should be at least high 80s for a 50 tonner, man.
